A North Carolina state trooper responding to flooding in the aftermath of Hurricane Matthew shot and killed an armed man Monday night. The trooper and two deputies encountered the man around 8 p.m. as he drove through four-foot waters in hard-hit Lumberton. During a confrontation with the man, the officer opened fire, Gov. Pat McCrory said. "Tension can be high when people are going through very, very emotional circumstances," McCrory said, adding that he didn't have very much information. The state police identified the officer who fatally shot the man as Sgt. J.F. Hinson, a trooper serving in his 13th year. CLICK FOR MORE
