Chain Of Custody Violations.
A high Ranking source in the Sheriff's office alleges Sheriff Drug personnel admitted they were ordered to violate the chain of custody procedures by numerous high ranking member of Sheriff's office during random/ mandatory drug testing.. 
On numerous occasions Sheriff Dart and his executive staff ordered drug testing administrators to leave the"Secured" drug testing site and perform drug tests on upper staff in unsecured locations which is a clear violation of the chain of custody procedures set forth in the General order..
The source claims the Drug Testing Unit vehemently objected to violating the rules and procedures but were ordered to do so because Dart and his upper staff refused to be inconvenienced by having to travel to the secured site ..
Unsecured Locations..
In the event Sheriff Dart or his executive staff tested positive for drugs or any prohibited substance it would be inadmissible in court because the tests were being performed in unauthorized locations, primarily downtown and at the Maywood Whitcomb Building. 
Source advises lawyers/union representing fired employees who allegedly violated the Sheriff Drug Free Policy to subpoena the drug testing unit staff and "get them under oath"
